Washington — A new version of Clarity Act, a bill that establishes the regulatory framework for digital assets in the United States, was released, CoinDesk. The text merges the versions approved by the Senate Banking and Agriculture Committees and includes, for the first time, a provision on ethics.
According to the publication, the motion to proceed with the bill — a procedural step that opens the way for floor deliberation — is expected for Monday or Tuesday. The floor vote may take place in the week of 3 de agosto.
The calendar is tight: the Senate begins recess on 7 de agosto, making the first week of the month the last practical window for the bill to advance before the midterm elections.
The inclusion of the ethics chapter breaks the main deadlock of recent weeks. The provision responds to a demand from Democrats, whose support is indispensable: the bill needs 60 votes on the floor and Republicans hold 53 seats.
Approved by the House of Representatives and already cleared by the Senate Banking Committee, Clarity Act splits oversight of the crypto market between the SEC and the CFTC. If the Senate changes the text, it returns to the House before proceeding to presidential sanction.
