A new ethical rule proposal for cryptocurrencies, backed by the current U.S. president, Donald Trump, is at the center of negotiations in Washington and could directly influence the progress of the so-called Clarity Act. The text seeks to prohibit federal officials from issuing cryptocurrencies and defines the Department of Justice (DOJ) as primarily responsible for enforcement.

The discussion gained momentum after a teleconference held on Tuesday with Patrick Witt, a White House adviser on cryptocurrency-related issues. During the meeting, industry representatives had access to the details of the wording, which includes restrictions on figures such as the president, the vice president, and members of Congress.

According to sources close to the negotiations, the proposal establishes that these authorities will not be allowed to launch digital assets while they are in office. The measure comes amid concerns about possible conflicts of interest involving the use of crypto by public officials.

Another sensitive point lies in the definition of who should enforce the rules. The current text concentrates this power in the Department of Justice, removing prominence from the states. This change is already provoking resistance among Democratic lawmakers, who support the participation of state attorneys general in the enforcement process.

The ethical clause began to gain priority after months of debate over the limits of authorities' actions in the cryptocurrency market. On Monday night, Trump agreed to the inclusion of these guidelines as an essential part to unlock the progress of the Clarity Act.

Senator Angela Alsobrooks, one of the project's main negotiators, expressed concern about the centralization of enforcement at the federal level. According to her, there are still doubts about how to ensure transparency and prevent abuses within this model.

The debate also involves direct interests linked to the president. Recent financial disclosures indicated that Trump received multimillion-dollar amounts associated with World Liberty Financial, a company linked to his family, which intensified the pressure for clearer rules.

While the impasse continues, the market is following developments at a time when Bitcoin remains close to US$ 66 thousand, reflecting investors' attention to regulatory decisions in the United States.
